000 euros HT public procurement for innovative SMEs

Having done since long the fact that French SMEs show little interest in industrial property, the Government will try to attract them by shaking a financial carrot. Thus the Ministry of SMEs and Oseo will help SMEs by financing 100 of their first patent filing. These SMEs, which will be selected on the basis of a call for applications, see the filing of the first patent funded by the Ministry of 30 (with a ceiling at 2,000 euros) and 70 by Oseo (to a maximum of 5.000 euros). The France is indeed very in delay in this matter, since SMEs represent only 12 of patent applications filed by national route (1.830 patents in 2005). More serious, industrial property is only a small number of SMEs, as they were that 150 year latest to file their first patent. The objective is therefore to select quickly 300 eligible companies. It does not exclude the possibility in the Department that this announcement is only a "windfall effect" for enterprises of all way decided to file a patent.

The other step is to develop and offer an insurance product to cover the costs of defence or appeal for respect for the rights of the applicant. Most SMEs are aware that there is no need to have an industrial property title if we are not able to defend it. This warranty will be offered by insurers and industrial property, in partnership with Oseo. A first contract with an insurance premium of 250 euros for each patent, with a limit of the guarantee of 20,000 euros, will be proposed by the month of January, "to test the market", explains to the Department.

A single Web platform

To resolve another black points of innovation in France, Renaud Dutreil wants to promote technology transfer to SMEs, often lost in the maquis of the structures intended to facilitate their life. Thus a single Web platform, known as Techneo, will be created for here in February, in partnership with the network of Centres of resources technology (CRT), technological Oseo and the ICA development networks. Techneo which will include an "innovative e-technology research engine" broadcast, according to the Ministry, "the most recent State of innovation" in each sector of activity of SMEs If Oseo must ensure the operational management, must be also laboratories, universities, and major groups agreed to feed the system information.

Another project always starts, to best use the public command to help innovative SMEs. In addition to efforts by the European Commission to obtain that Europe and the France get, to the WTO, the same derogation than the US, two tracks are in the study. One would be to reserve a portion of the small (less than 135.000 euros HT) public procurement for innovative SMEs. The other would be to their reserve certain public research and development markets. The Richelieu Committee main lobby for innovative SMEs, must travel from here to end of January a report to identify the opportunities that exist in this area in the new code of public procurement.
