Will it succeed The short answer is Yes but with the forceps

The reform of the health system, since the election campaign, is one of the first priorities of Barack Obama. And yet, nine months after the entry into Office of the new administration, the subject gives rise to fierce battles in Washington. The future of this Presidency is crucially dependent on the outcome of this reform. Will it succeed The short answer is: Yes, but with the forceps.

The White House is obsessed by the memory of the failure of Bill and Hillary Clinton on the subject. Where the choice, in 2009, to entrust the development of reform in the Congress, very political choice but risky. It was quickly found that the projects prepared in the spring by the competent committees of the House and the Senate were received with concern. Even imperfect, the American health care system provides indeed satisfaction to three quarters of the population. All these were afraid to see their insurance challenge, entrust their health in a Government whose inefficiency is legendary, leaving spinning without control government deficits and, finally, to pay new taxes for the poor, perhaps even illegal immigrants! Widespread reactions as shown in opinion polls, including many moderate Democratic voters. Hence the caution at the Congress of representatives, the "blue dogs", whose re-election in a year is driven by a political moderate.

But the political reactions, this summer, have been much more violent as expected because of the mobilization of the extreme part of the Republican electorate. Has been spreading the passion rejection of a President who remains fundamentally illegitimate eyes. Minority, this current is in the hands a cocktail explosive that snapping as Fox-News media propaganda and aggressive participatory democracy practised by the Republicans in the form of "town-hall events" were detonated on the road to reform. When Parliament reconvenes, the time of the counter-offensive had sounded!

Barack Obama, first, in a speech passionate Chambers, engaged in the exercise in which he excels: he said, but I am determined to be the last! "The President was able to remobilise the Democratic Party, showing that a legislative success was at hand, and he has restored confidence to moderate voters by guaranteeing a balanced plan. It belonged to Senator Baucus to reveal ten days later the contents of this project.

This reform would be financially balanced (and even small surplus in the long-term); It reduces 20 million by 2020 the number of people without health insurance; imposes on each purchase of insurance, or a penalty; subsidizes this expense for the poorer classes; discharge any obligation enterprises; requires insurance companies to sell their fonts regardless of the health situation of the applicants and creates local mutual companies to offer an alternative to the products offered by insurance companies.

The day after this announcement, the debates have begun because the project does not go far enough for the left, in particular trade union; be obliged to ensure it is, must still be that insurance is available for small budgets! On the other side, the project also takes in wrong way all those in America who do not want to hear about a "duty" to ensure, and still less the idea of being "penalized" if they refuse. Companies are doing well, the insurers protest against the obligations which they are made but welcomed the arrival of tens of millions of additional consumers. The project now began a long procedural career, which is how it will come out eventually. In any case, this is the major project of the beginning of this Presidency back on the rails. Of course, it reflects the State of the political forces in America. Public opinion was not ready to make a giant leap into the unknown. Hence compromise current: it is rigorous, because it is financially balanced; but it is also bold because he began to reform one-sixth of the US economy. A sixth! And the logic of this reform, it is an extension of social rights, music that you had not heard for 25 years! This is not the great evening, but the Presidency of Barack Obama has not finished to surprise us.
